CMDR COE Hosts Delegation from the Supreme Defence Council Secretariat of the State of Kuwait.

On 24 September 2026, the NATO Crisis Management and Disaster Response Centre of Excellence (CMDR COE) hosted representatives of the Supreme Defence Council Secretariat of the State of Kuwait in Sofia, Bulgaria. The visit was organised in the framework of a working meeting dedicated to the Working Group for the Establishment of the National Centre for Emergency, Crisis and Disaster Management.

The visit provided an opportunity for professional discussions focused on identifying the potential scope, objectives, expected outcomes and key parameters of a project, as well as on exploring the CMDR COE expertise and experience.

During the working session, particular attention was given to the possible concept, mission and functional scope of the future cooperation, organisational and governance models, coordination mechanisms among national stakeholders, and requirements related to command and control, information management, a common operational picture and decision-support processes. Education, training, exercises and professional development requirements were also among the areas addressed.

CMDR COE shared its expertise in crisis management, disaster response, civil-military cooperation, interagency coordination, education and training, modelling and simulation, command-and-control support, and national resilience building.

The visit also contributed to the dialogue on opportunities for future cooperation between the Supreme Defence Council Secretariat of Kuwait and CMDR COE, with a shared focus on strengthening preparedness, resilience and crisis response capabilities.

The engagement represents another step in CMDR COE’s efforts to share expertise and good practices with partners and to support the development of effective, coordinated and resilient national crisis management capabilities.
