Disaster Response and Consequence Management for a Radiological Incident Course

This course is conducted annually and both the CMDR COE and the DOE are focused on Emergency Preparedness and Response operations and Building Partnership Capacity, which has been our approach towards NATO – filling voids of expertise, mutual cooperation, and aligning our strengths to support NATO and the nations. Most crisis response operations (both inter-state and inter-agency emergencies) have multi-dimensional causes and symptoms.
Crisis management is operationalized through various stages, principles, modelling and simulation tools, and various response requirements for efficient crisis transformation. Apart from military officers and emergency civilian leaders, foreign policy makers, security experts, as well as humanitarian and relief workers, are all recognized as essential actors in the field of crisis management. Crisis Response and Disaster Management is an extremely complex area which requires a perfect alignment of all Emergency Preparedness and Response agencies to coordinate and work as a TEAM - ultimately saving lives. Responding to a crisis at any level or with any potential involving dangerous material involving radiation, is a very complex and stressful situation that requires not only the “Whole of Government” approach, but also a “unified and synchronized” for NATO and national formations to build strategic resilience. Therefore, radiological disaster response and consequence management has turned out to be a lead task within the context of crisis resolution.
The course is giving and opportunity to representatives from six nations (Bulgaria, Germany, the Czech Republic, the United States of America, Greece, and Estonia) to share their CBRN experiences, to and work side-by-side with the expertise from the Department of Energy, the Defense Threat Reduction Agency, the NATO Joint CBRN Defence Centre of Excellence, and the Slovenian Armed Forces.
