Focus on Building Integrity

In the period 27-30 June 2022, the second iteration of the Building Integrity for Senior Leaders Course took place in the CMDR COE and unlike last year’s edition, this time it was in a hybrid mode. Experts from several military and civil institutions completed its curriculum as attended lectures in person while others did it digitally from their offices. All lectures were delivered by the BI UK Team from the Defence Academy of the United Kingdom. The event was visited by Dr. Rob Dixon, Her Majesty’s Ambassador to Bulgaria. His Excellency Dr Dixon was a special guest speaker who pointed out how building integrity issues have turned out to be tough challenges within the context of crisis management.
Corruption and poor governance are recognized as security challenges that undermine freedom, rule of law and economic development, and erode public trust. Therefore, the course was designed to assist and teach in building capacities and enhance institutions in the spirit of co-operative security. The aspiration is that senior leaders attend the course as representatives, then return to their paternal organisations to encourage further engagement with the objectives of the Building Integrity. Presented course focuses on integrity, accountability, counter-corruption and transparency, covering:
- public financial management including fraud, risk and audit
- corruption risks in Acquisition and procurement
- human Resources management (including codes of conduct)
- corruption risks in complex security environments and operations
- role of media and civil society in building Integrity
- political interface and leadership issues
- challenges of change
- strategies and plans to help tackle corruption
The aim is to raise awareness of corruption risks and enhance understanding of measures and practices to minimize, stop and mitigate the impact on security sectors and public assets. This year’s programme encompassed also a number of real-life case studies contributing for fruitful discussions and sharing opinions and experience.
