Cooperation with Department of Energy, USA

From 22 to 23 March 2022 a highly productive working meeting was held on the CMDR COE premises between representatives from the USA Department of Energy (US DOE) and representatives from CMDR COE.

Mr. Andrae Brooks and Mr. Robert Augdahl, Specialists from the Office of Nuclear Incident Policy and Cooperation (NIPC), presented the US DOE perspective for future cooperation with the Centre. It was pointed out that their office is focused on Building Partnership Capacity and this has been their approach towards NATO – filling voids/gaps related to insufficient expertise, enhancing mutual cooperation, and aligning their strengths to support the Alliance, by providing specialized training.

The CMDR COE Director presented the network of COEs alongside the concept, vision, principles and specifically the organization of the Crisis Management and Disaster Response Centre of Excellence. The Branch Chiefs provided the visitors with additional information about the main activities and projects performed by their respective Branches.

During the meeting, the discussion was mainly focused on the perspectives for potential future cooperation and common projects and activities between both organizations. In this regard, a foundation on a new initiative, namely an International Crisis Response and Consequent Management Course for NATO Member and Partnership Countries was established. The aforementioned initiative shall provide an opportunity for incorporating the crisis response “chain of concern” into a course, which will demonstrate NATO’s approach to natural disasters, accidents with CBRN material, media and NATO vs national responsibilities. The pilot course is expected to be launched in April-May 2023.

Both US DOE and CMDR Centre of Excellence admitted that this meeting has proven to be fruitful and beneficial for both sides, as it paved the way for a long-standing partnership.

Visualizing Implications of Climate Change on Military Activities and Relationships was conducted

On 11-12 December 2013, the Crisis Management and Disaster Response Centre of Excellence (CMDR COE) co-hosted together with US European Command (USEUCOM) and the US embassy in Bulgaria the workshop Visualizing Implications of Climate Change on Military Activities and Relationships. The opening remarks were given by the Deputy Minister of Defence of Bulgaria, Mr. Ivan Ivanov, who welcomed the participants and underlined the importance of the topics that the workshop focused on.
