Layered Resilience Concept Validation Event

The CMDR COE hosted a successful Layered Resilience Concept (LRC) Validation event in Sofia, Bulgaria on 14-19 September 2025. This event was run by the HQ Supreme Allied Command Transformation Strategic Alternatives Branch and it brought together representatives from 8 nations, 4 NATO commands, and 6 Centres of Excellence to help evaluate and refine the LRC.
This effort helped enhance the description of a resilient Military instrument of Power (MloP) and the interdependencies between the Military, Civil and Societal resilience layers. Participants also validated military resilience principles and guidelines. The Concept seeks to present Allies with resilience considerations to support force capacity and capability development decisions to increase National military resilience and, by extension, NATO's military resilience.
