Support to Municipal Disaster Response

A team of experts from CMDR COE has participated in full support of the exercise Belene 21, in the municipality of Belene, Bulgaria. Participation took representatives from the local administration of the town of Belene, Regional Directorate and Regional Service Fire Safety and Civil Protection, Regional Police Department, militaries from the 55th Engineer regiment, Branch for Emergency Medical Aid from the local hospital, water supply and sewerage company, electric company. The activities in the second stage were observed in person by chiefs and experts from Pleven Province agencies and governmental bodies.
The training event was divided in two stages for the period 18-19 May 2021.
The first part was dedicated to the training of assembly and activation of the Municipal disaster response HQ. Here CMDR COE experts sustained discussions and consultation in concern of the exercise scenario execution as planned – reaction to an earthquake and floodings in consequence. As an inseparable part of the whole planning process, CMDR COE carried out responsibilities for implementation of MEL/MIL besides the scenario creation and management.
The second phase of the Belene 21 exercise has contained demonstration of the capabilities of the key elements in the exercise. There were trainings in alpine evacuation, firefighting, drainage of contaminated zone and water purification as well as explosive ordinance disposal. The Municipal disaster response HQ was deployed supported by CMDR COE Operational Laboratory. It provided modelling and simulation of calamities and support to the activities assessment.
This training event was first of its kind and tested municipal and regional capabilities for decision-making and coordination of activities in case of natural disaster. The focus was on interaction between civil and military stakeholders and improvement of their interoperability.
The exercise fulfilled its goals to train the actions of the municipal headquarters for the implementation of the municipal disaster response plan.
The CMD RCOE contribution to the successful exercise execution was consisted by expertise, IT equipment, modelling and simulation, MEL/MIL managing, evaluation, analysis, lessons learned, etc. Based on the gained experience and lessons learned (LL), the Centre has provided full support to the Regional Crisis Response System in the preparation of Contingency Plans of Belene Municipality, their test and validation.
