Co-organization in Exercise for Contingency Plan

As military-scientific organisation, CMDR COE (Centre) is focused on theoretical development of Crisis and Disaster expertise, algorithms and their practical implementation. The focus is on interaction and cooperation between civil and military stakeholders and improvement of the coordination and interoperability. Furthermore, because of the gained experience, knowledge and LL, CMDR COE is capable to support the Regional and Municipality Crisis Response System in the preparation, testing and validation of Contingency Plans.
The CMDR COE Ops Labs technical capabilities (including CMDR IDE) allows also, assessment of the preparedness level of the responsible staff. The aim of the CMDR COE is to develop comprehensive standard procedure applicable and flexible to cover municipalities’ needs and requirements in Crisis and Disaster Management. The potential users of such services are all municipalities of the NATO and PfP countries.
The Centre is working on its project to develop a package of services to assist in crisis management and disaster response to municipalities in the country and abroad, such as:
1. Objective analysis and risk assessment for each municipality depending on the specific conditions, participants and governmental, municipal and local authorities.
2. Supporting the preparation and updating of contingency plan (procedure and standards).
3. Assess the adequacy of the contingency plan.
4. Preparation, training and assessment of the persons with responsibilities for implementation of the contingency plan;
5. Increasing the efficiency and effectiveness of the decision-making process in the Municipal staff applying municipal contingency plan.
A stage in the process of working on this project, the Center will take an active role in the entire cycle of organizing, planning, conducting and analyzing a municipal exercise for protection of the population in case of disasters. The exercise is planned to be held in the spring of 2021, and will be hosted by the Municipality of Belene, Pleven District.
The location of the town of Belene is a prerequisite for conducting a large-scale exercise to test the coordination, information sharing and effectiveness of decisions taken. The specific location includes the immediate vicinity of the Danube River, of nuclear reactors on the territory of the Belene NPP site and the state institutions represented there:
Municipality of Belene
Regional Police Department - Belene,
Regional Service " Fire Safety Department" - Belene
Military unit 28880,
State Prison - Belene
Management of „Persina“ Nature Park, and
Representatives of the Unified Rescue System on the territory of the municipality (Bulgarian Red Cross, Center for emergency medical care), etc.
In the process of planning the exercise, experts from the Center, led by the director - Colonel Orlin Nikolov, held a series of meetings with municipal and district representatives – the Mayor of Belene Municipality – Mr. Milen Dulev, the acting commander of Minilitary Unit 28880 – OF-4 Ivan Tishkov, the Director of the regional Fire Safety Department – Pleven – Commissar Stanislav Atanasov. On the meeting were discussed the main goals and objectives of the exercise and trainees, issues related to the preparation of the specification and scenario of the exercise. The meetings were held in the building of the municipal administration in Belene, the district administration - Pleven and the Regional Fire Safety Department - Pleven.
